大多数拉丁美洲国家在集中力量为学校提供技术资源来提高教育质量，仿佛独靠这些技术资源力量就足以开发21世纪的学生所需要的技能。数码阅读自身并非就完备了，它只是用户选择的一个工具，并因特别情况下使用目的不同而异。青春期少年访问因特网有至少4个目的：学习，休闲，社交和通讯交流。我们的研究描述了多米尼加青少年的这4个目的，把它们与他们的阅读文化熟练度水平在两个教育学情景下相联系：公立学校和私立学校。样本组包括中学第四年的382位10年级学生。我们使用了两种工具：CoLeP，基于PISA的文本，和测定阅读频率的一种量程，它把四种阅读目的分为两个格式：印刷品和数码版。结论：大多数学生访问和使用因特网是为了学习的目的，不管他们是处于哪个教育阶段。不过，阅读文化熟练度差别很显著，来自公立学校的学生处于较低水平。这使得最有价值的社会阶层的机会最小化了，造成文盲的产生，给国家造成高的经济成本。
