Abstract

Históricamente, las universidades han desempeñado un papel fundamental en la independencia intelectual, el progreso científico y la continuidad cultural. Sin embargo, han sido objeto de ataques recurrentes durante conflictos armados, lo que ha provocado la destrucción de infraestructuras, la pérdida de vidas humanas y la interrupción a largo plazo de la producción de conocimiento y de la memoria científica. Este artículo ofrece una perspectiva histórica de los ataques contra instituciones de educación superior, desde la antigüedad hasta los conflictos contemporáneos, demostrando un patrón persistente y creciente de vulnerabilidad en diversas regiones y épocas. Se examina críticamente la evolución de los marcos jurídicos internacionales, revelando deficiencias persistentes en su implementación, aplicación y rendición de cuentas. Asimismo, se exponen las limitaciones estructurales, tales como la debilidad de los mecanismos de aplicación, las asimetrías geopolíticas y la falta de coherencia en las respuestas internacionales. Por último, se analiza el papel de las instituciones académicas en la protección de los sistemas de conocimiento y se propone un marco para fortalecer la coordinación académica mundial, que incluya protocolos de respuesta estructurados, sistemas de documentación compartidos y mecanismos de apoyo colaborativo para mejorar la protección y la resiliencia de las instituciones de educación superior durante los conflictos armados.
