摘要
尽管已有各种研究正式或非正式地通过全国及地方政府的在线措施对新涌现的公民参与因特网进行了考察，但对测量如何克服在线公民参中社会和技术上的约束并提出解决办法却做得较少。此外，在课堂上实际实施这样的项目，和老师在课堂策略方面因其自己的教法（称作“隐藏的课程”可能比较恰当）的结果所间接传达给我们的信息之间的关系的研究却几乎没有。基于对葡萄牙若干地区在线活动公民参与的实施进行的一套详细的定量和定性的案例研究，本文对这些学术研究建设进行了报道。我们使用了问卷调查数据来推演出新的综合得分，反应了学校的参与性策略和媒体修养策略，以及老师和学生的媒体修养和在线公共活动。我们依据对12所公立学校校长、131位老师，和1,392名11和12年级学生的研究得出经验性的结论，认为学生在线公共活动投入程度和媒体修养水平受到他们老师的课堂实践及其后续培训的影响，也受到基于项目的媒体教育方法的实施的影响。
