Abstract

This paper shows a series of recommendations to every institution or field directly related to the promotion of the so called «TV competence» which means the citizens´ ability, mainly children and young people, to interact whit TV programmes from our intelligent, active and critic point of view, overcoming both uncritical and hyper critical positions, passiveness and refection to TV screen messages. The author claims for an urgent social implication including Educative and Media authorities, TV viewers´ associations, schools and teachers, families and parents to get a balanced democratic development.
