Liderança das TICs no ensino superior: estudo de casos múltiplos na Colômbia

Resumo

Neste artigo analisamos a integração das TICs em instituições de ensino superior. Centramo-nos nas práticas de liderança em políticas sobre TICs, um campo de pesquisa que não tem recebido muita atenção nos estudos sobre educação superior. Usando uma abordagem de liderança distribuída, analisou-se esta prática em instituições de ensino superior na Colômbia, um país onde uma política de incorporação das TICs levou a promover a elaboração de planos estratégicos em tais instituições. Em particular, a pesquisa buscou entender como a liderança das TICs é distribuída em diferentes ambientes do ensino superior. A partir de um estudo de caso múltiplo que incluiu entrevistas semiestruturadas com líderes e membros de equipes, grupos focais com professores, análises documental e um questionário aplicado a professores, foram pesquisadas as práticas de liderança das TICs e suas aplicações. Os resultados indicam um conjunto de tensões que os lideres devem enfrentar quando incorporam um plano estratégico de TICs, por exemplo, a ausência de regulamentos institucionais ou a necessidade de promover a mudança educacional, apesar das resistências. De fato, a liderança das TICs é uma prática desafiadora e ainda pouco explorada na ensino superior. Este artigo é uma tentativa sistemática de provar esta afirmação e suas aplicações. Estes achados são de particular relevância para o trabalho dos criadores de políticas, coordenadores de TICs e lideres em educação superior de todo o mundo.
